After unlocking all skills for a particular hero, does it make sense to continue to level up that hero?

It may depend on the skills. Some skills have a bonus depending the heroes level so increasing it will help a little. Generally most heros will earn EXP when they are used, or via a skill so they may well slowly level up themselves anyway. See what your heroes skill say.
