Energy fragments are a random rewards from killing zombies in the world. Similar to courage medals.
Attack zombies in the world to gain the resources they have and you will occasionally get some energy fragments as well.

You can also get them by exploring with your construction vehicles. 0 0 REPORT

If you attack zombies of higher level such as level 10 and more, you may get energy fragments in the rewards. But the easiest way to get energy fragments are from sending your construction worker on expedition. For 12 hours of expedition you might get around 230 to 250 energy fragments.
