Commercial hub, call the helicopter is free the first time, what exactly is the cost after that?

To call in the helicopter again you need a helicopter landing item. I haven't seen these for sale though and trying to use one does not offer a purchase price.

I have seen them in the past as rewards, but I don't know where to acquire them at the moment. If anyone has seen them please answer below.

UPDATE: since a recent game update the helicopter now comes once a day on its own. You can call it once a day for free still and your are given 2 free landing sortie tickets a day in the Daily Supply.
