How can I have Arms delivery to obtain the Solar Station ?

You have to purchase it within the game - middle icon top right of screen if memory serves me right. It lasts for 30 days and gives you 500 gems a day; a selection of other goodies which you can choose; plus the player type (ie farmer, trader or raider) building as well as the solar panel you refer to.
