How do you increase the number of APC troops?

Upgrade the barracks buildings to increase the number of troops in each section. Add combat heroes to each section where you can and level up their first skill 'Dictator' which will add more troop capacity for the section they are in. You will need to research each APC in the institute to unlock more hero slots.
