What are state rules and where can i find them?

If the state has any rules they will be as decided by the president or the more powerful alliances. Usually the rules will just be to respect any NAP or agreements between alliances and follow any instruction for cross state battles. You can check with your alliance commander or R4/5s for anything specific.
