Can two alliances mark each other as being friendly or in a union? I know there is a merge option but what happens during the merge? How is it decided who becomes the leader etc?
The usual way to declare an alliance is for the alliances to edit their slogan text to state which alliances they are friendly with. Members should be told to make sure they do not attack that alliance.
I have not seen what happens in a merger but I believe that the commandes have to select options to either give up their alliance and join the other one or take over the other alliance. Assuming they agree on the result then it will go ahead.
