When ever I scout someone it shows there's no cash to plunder. I got attacked last night and the guy took 40k cash from me and near enough cleared me out of everything. He was alot higher level than me aswell, is there not a level cap to stop higher lever players attacking lower ones?

To take money from a player you need to be a Raider class and use the class APC in the battle. If the player you are attacking is a farmer then they will have a depot protection on some of their money and resources so you cannot take them all.
Unfortunately there is no cap to stop larger players attacking smaller ones. It's safer to be in an alliance with stronger players and keep close to them. Ask for help if you need it.
work on earning diamonds to be able to afford shields, especially during Clash of zones kill events on the weekends. Enemies will be on the lookout then for easy targets.
