Why is the chip was not explained properly on how to use it? Can I get answer for this?

There was some info on it sent out in one of the developers messages. Last Shelter Studio. Other than that like many things in this game you have to figure it out as you play. If you want to complain you need to contact the developers using the in game contact option.
