I am lvl 16 and am trying to lvl to 17. However, even though I have all the buildings required up to lvl 16 and all the resources required the game keeps telling me I need a lvl 16 base when I already have it. Any other ideas what's going on?

Make sure you have leveled up all of your buildings to max available levels.
