Why can't I set rally to Wendell?

Why can't I set rally to Wendell? The rally button is always blue and when I click it it says Only when 2 squads are rallied before the rally sets march, upgrade headquarters to increase rally count. HQ is lvl 14. If I go to other town and push the rally button there its gives me the rally time options. But it just dont work when I try to rally wendell.
The rally against wendell you need to be able to attack with at least 3. This means having 2 rally slots for having other alliance members join you. To have 2 slots your headquarters building needs to be at least level 4. Check you are looking at the right building. If it is already at level 14 then there is some sort of bug. Restart the app first of all incase that resolves it. Bugs sometimes appear in versions of the game so check also that it is updated. You can also try contacting the developers using the in game help.
If this doesn't fix it you may need to reinstall, making sure you have bound your account so you can log in again. Otherwise you can lose everything.
Maybe if you are not in an ally you can't rally because there are no members. And hq lvl14? Very unlikely. You might as well be looking at the wrong building.
