The recruitment item will appear in your Items list (bag / case icon in the expanded menu). Find it there (green helmet image) and tap it to Use.

When you are a new player they can be useful to gain more troops without costing resources. But once you have levelled up a bit then they are not of any real use any more.Search for more answers for Last Shelter: Survival or ask your own here.
