When try to dismiss soldiers it says it is not available yet. What do I need to do to dismiss soldiers?

It works at the moment with wounded soldiers. Ones that are in the hospital. Attack high level zombies with APCs with the troops you don't want in them and let them be wounded until you get enough in the hospital. Then in the hospital screen, instead of healing them tap on the troop icons on the left to open the option to dismiss them.
