Can I totally destroy someones base, there are a lot of “dead” bases around us and I wanna wipe them off totally. Is that possible and how?

You cannot destroy it. But you can zero it. If you repeatedly attack it until its defences reach 0 then the base will be randomly teleported away to another location.
According to the game rules, totally abandoned bases that are not logged into for a long time will eventually be deleted from the server.
