Hero fragments can be earned from the Daily challenges. The second reward chest will have 1 fragment for a random purple hero. (remember the challenges reset every hour)
You can also earn Hero Coins from the third daily challenge chest which can then be saved up and exchanged for more fragments in the Heroes Hall token shop.
It's a slow process though.
