What does it mean "Increase effect of bank improvement"?

Bank improvement is a hero skill that bank development heroes will have (eg Resistance Leader: Tony). The skill increases the banks hourly output depending on the level of the skill.

Other skills that 'Increase the effect of bank improvement' add to this.

Can you be more specific? Yes the amount of money increases, but the description implies that upgrading the bank (i.e. by building the next level) has a greater effect than normal. Is that correct?

It doesn't affect improvements you make to the bank. It affects the skill called 'Bank improvement'. The resistance leader 2nd skill is called 'Bank improvement' and increases the hourly production. The 4th skill then adds a percentage increase to this. Even more money.
