I can only find field zombies with a max lvl. 5. How can I generate higher level field zombies near my base?

Zombies are generated randomly around the map so you can't affect what appears. However the closer you are to the center of the state the more likely you are to see higher level zombies. If you are located near the edge then they will be mostly low level.

Any idea how long the zombie cycle is? (When new ones spawn and old ones disappear) i have to march 30 mins but they vanish before i get there
