How do I find a lvl.0 zombie? It seems like I cant engange in zombie fights. Because there is none....

It is still happening and i'm using the latest version, they solve it by installing the game again.

There is no lvl 0 zombie its the games way of saying you need to attack a higher lvl zombie.
