What is the effect of bank improvement?

Upgrading your banks increases the money production rate, as long as you have enough population (from houses) to match the accomodation cap. (check the Efficiency entry in the money screen).

That doesn’t answer the question. The question is about the second skill of the resistance leader tony’s Skill where it adds to the banks production. Does it add to each bank or is it a collective thing?

No it isn't. That is not what the question is at all.

The bank improvement skill of resistance leader Tony will add a bonus amount of production to the banks production rate. This appears to be an overall addition and not per bank.
