Why can I not relocate my base?

To move states, you need immigration tickets, which you purchase under 'events' - 'immigration'. To move within a state, you need a teleport (advanced teleports to choose where to move, or move with troops out or while under attack, or random teleports to move randomly, and your troops have to be inside). If you dont have any teleports or the diamonds to pay for the teleport, then you can't move.

If you are aiming for an occupied spot, you also can't move there.
