I have two bases in state 1155, which I cannot move or delete due to a problem I had with Blue stacks who told me to delete bluestacks and reinstall it. I have a major problem with that and that is I have a number of high level bases in different state I do not want to lose. The bases I want to delete are UniversalOne and UniversalTwo?

In general any base that you do not log in to for 2 weeks will be removed from the state. You can recover them again in future if you do log back in. If you need to recover access to the accounts or make other changes then you should contact the in game support to ask the developers.
