If a base is level 6 and above, the only way to migrate is to buy a ticket(s). Go to events>State Immigration, there will be $4.99 ad at the top, open it and you will see Immigration Permit. BEFORE you buy, make sure you can immigrate to the state. If either state is starting or in Doomsday/Eden, you can't immigrate until the event is over. If your base is very powerful, you may have to buy more tickets.
