The mission tells me to kill 2 level zombie, I should kill 1 level before I attack 2 level but there..

The mission tells me to kill 2 level zombie, I should kill 1 level before I attack 2 level but there is none of 1 level zombie in the map, how can I proceed?

There will be level 1 zombies somewhere. And if you can't find one right now then check again later as they reset from time to time in new locations. Keep looking though as you will find zombies of all levels appearing. If you look near the edge of the state map then there will tend to be more lower level enemies.
