How do I get the hero medal blue ones?

Hero medals are what you get when you recruit heroes and get duplicates. So if you already have the hero you recruit in the Hero's Hall then you will get a medal of that hero (and the same color) instead. You need to save these up (not exchange them for Wisdom Medals) until you get the amount you need.
