How do I occupy another city?

You cannot occupy another city. You can send resources to alliance members if you are a Trader Class. Or you can attacked other cities but this will only gain you resources if you win.

If you have too many resources you should be building and upgrading. You can upgrade your warehouses / storage buildings to give you more room for resources.
