There is no way to earn them. They can only be bought with diamonds.

Try to complete daily challenges, and other tasks that reward you with diamonds to get them for free

How can you make an essential part of a game as purchase only???

You buy the plans with diamonds. You can buy these with real money but its not hard to earn them in the game as well. It is a grind but then so is everything else that you need to get to level up. It's not us though, the developers of these games are always going to have some incentives for players to spend money otherwise they don't get paid.
