How do I file a complaint to the developers? I put up a shield and then it disappeared 10 sec later.

You can file a complaint in the game by using the contact system in the help menu.

There are instructions for getting to the help menu here:

Once in the help menu us the small menu icon to the top right to get the 'Contact Us' form.

The devs also have a website at http://www.im30.net/ where you may find other ways to contact them.

I purchased a base from someone on state 299 I paid $1000 for his base and he give me all the info for me to get but a month later he took it back, what can I do to retrieve or to stop this guy?

How can you stop being harassed in the game I literally have and state 19 a clan or alliance called W19 they basically told everyone in the world chat room that I am not allowed to join an alliance. I have joined some alliances and they found it on them and kept harassing them until I get kicked out what can be done about this.

Yep.. Because the developers won't do a damn thing!! We are all quitting in 3 alliances in state 636. hostels took over, won't follow nap and it's basically Anarchy and the game won't do a damn thing about it. All they want is their money and they only care about the players in their country. My alliance alone spends about a thousand a month on the game and other alliances closer to 5,000 per month, so all that stopping and we are all boyco the game for 30 days because money is the only thing that this game listens to.

I wish you could change it so people with a higher level cant attack some one at a lower level than you and putting up with abusive launage is not on do something or im going to the top to report this

Exactly so many bullies who spend money to get strong and attack you several times in a row to completely decimate ur army I'm reporting this too

Hello...!!! I’m playing this game in state 602 ... seems that state there is several hackers and I have proofing videos and screenshots also.. ho can I directly contact last shelter team for complain about this issue...

They won't do anything! They only care about Chinese players and you are money. They don't stop people, because they're even players in 636 in the CHz and chn Alliance who uses Bots to track bases and they just let them do it
