Why can you not move your city from 1 state to another, especially higher level cities that you have put a lot of time and money into leveling?

It's an in game rule. I am not sure of the purpose but possibly it is to stop powerful players from raiding one state and then leaving. New players can change state to find friends etc but only until they reach level 6.
