Can LSS accounts transfer from iOS to android (google play) on pc?

Can LSS accounts transfer from iOS to android (google play) on pc? I have tried blustacks but even though I am using the same email it still makes me start from the beginning. Would I have to use a Mac pc instead?

If you bind your game to an IM30 account then you should be able to log into it on any other device. Including PC.
