DOOMSDAY GROUPING: If doomsday grouping is based on overall state power and the overall state power..

DOOMSDAY GROUPING: If doomsday grouping is based on overall state power and the overall state power is the sum of all the base power of all the bases therein, does this mean that if all bases in the state reduces their individual base power to bare minimum to intentionally reduce their overall state power in between seasons, they will be grouped with relatively weaker states on the next? hope to hear from you soon, thanks.

Ha ha no it isn't like that. Basically true that it is based up stat power but that is the immigration rating of top 500 commanders and you cannot reduce that by any method as immigration al ays pick the highest point accrued by a commander no matter that you kill your troops to reduce the overall power as it doesn't have any impact on your migration rating
