This task seems to be a glitch. It does not complete when you occupy plots as instructed.

Hopefully it will be fixed in a future update

This task appeared early for many and was not possible to complete until the new Honor structure / Doomsday Lab update arrived. Now that it is here the task can be completed by occupying a section of the world map to claim it and get resources from it.
