How do I unblock the free speed ups?

How do I unblock the free speed ups? It's on the same screen as the 1min, 15min, he etc... It's right above the 1minute button but instead of show how many diamonds it cost, it has a padlock symbol on it. Any help would be greatly appreciated.
Not sure where you are seeing this.. is it in the Store? It may be a different type of speed up (there are speed ups just for training and for building as well as the all purpose ones) possibly you need to unlock these at a certain level. If you haven't yet built the camps for training troops and vehicles then this may be what you need to to to unlock them.
If this doesn't help add more details below and we will try to figure it out.
