Just select an empty slot and then occupy. The thing is if you're not strong enough you won't be able to: Need troops and a good Hero level.

Where should we select the empty space?? On the map or in my base?

Buying new plots in the base doesn't seem to complete this task. But also occupying plots doesn't help either. This task seems to be a glitch. Hopefully it will be fixed in a future
