Just select an empty slot and then occupy. The thing is if you're not strong enough you won't be able to: Need troops and a good Hero level.

Where should we select the empty space?? On the map or in my base? 0 0 REPORT

Buying new plots in the base doesn't seem to complete this task. But also occupying plots doesn't help either. This task seems to be a glitch. Hopefully it will be fixed in a future Search for more answers for Last Shelter: Survival or ask your own here.
