You need to upgrade the Management Station building. Each level upgrade will give you 2-3 extra cost points top use.

Upgrading this building uses 'Stationing plans' that cost diamonds unfortunately.

Fortunately you can win daily diamonds and also gather them on the world map when you go offline! ;)
