My state lose in last weak of silver league then why my state is enter in gold division?

If you won the other weeks and only lost the last week then you will still place second overall. At the end of each event sometimes the top 1, 2 or even more states will be promoted. You can check this in the event menu.

If you are intentionally losing to avoid promotion then losing the first week will guarantee no promotion.
