Why my base is shortage power?

This will mean that your power generation is below the current usage needs of your city.

If you tap on the power symbol at the top of the screen with the resources you will see how much you have, at what rate it is being produced and how fast it is being used. If you are using more than you make then it will warn you.

Upgrade the Wind Turbine and the Power Plants and make sure to keep supplying the power plants with fuel.

I'm trying to upgrade my base to level 7 but its saying I need a wind turbine. How do I build a wind turbine/power plant?

Same... I don't have an option to buy a turbine. Only a solar panel...?

Same for me. I have not the option to build the wind turbine just the solar panel. do not know how to unblock the wind turbine choice.
