How do I defend my city from attack?

Have plenty of troops trained. Make sure they are at home if you know you are going to be attacked. This will reduce your defense loss. If you want to stop any attack you can use a peace shield but you have to buy these for diamonds or alliance score.

Peace Shields are "City Buffs". You can reach it by touching your Base, then choose "City Buffs", then "Piece Shield". If you've previously purchased a Peace Shield, you can use it, or purchase one if you have enough diamonds.

I put a peace shield but someone still keeps scouting and attacking me. How is it possible? My city in the map shows under blue shell.

Keep your garrison upgraded to its highest level, when you are being attacked go to the base building and click on it you will find city buffs. click that you will find a few things to help you in combat as well as defending your base. good luck

I haven't purchase a peace shield yet. is the 8hr peace shield means after 8 hrs it will automatically be gone and i would have to purchase again? is it the same for the 24hr peace shield?

Yes the time is how long they last after you activate them. The 8 hr sheild will last for 8 hours and then disappear.
