How can I give allies resources?

If you are a Trader class then you can use the Market building to trade or send resources to others. If you have a Trader in your alliance you can ask them to help you move resources.

What if you are a raider class? Can you donate resources to others? How?

You cannot send resources to others like a Trader can for them to use. The only donating you can do is via the Clone lab to help resurrect alliance member troops. This is only on Monday - Wednesday after a weekend kill event.
