Can you please guide me I can change my Zone?.. because now I'm Base Level 13 any suggestions please..

You will need to wait for migration to open. Usually this happens with doomsday though exactly when varies.

But I checked in app and there showing me able to migrate but can not migrate why.

You have to purchase migration tickets to be able to migrate. If you choose a zone and click anywhere on that map it will tell you how many tickets you need to buy. All depends on the strength of power. You should only need one or two tickets I Imagine to migrate with only being base 13. Once you buy the pack you can migrate
