Why am I drawing the same hero over again?

Why am I drawing the same hero over again? Already have the Quarter master but drew her again and did not see anything different like added levels or skills unlocked cause of it? Seems like a waste of a draw if a redraw of an already gotten hero gives nothing extra.

The hero recruitment seems to be random, I have had the same many times. Sometimes its a new one though and often its just medals.
