Can you transfer from one world (like 9) to another (like 7).... before level 6 without having to get 2000 gems?

Yes. Before base level six you go to the world you want to transfer to. You click the ground like you want to teleport and a one time pop up will appear asking if you are sure you want to move to that state cuz u cant change if you do. Was state 18. Now 13.
