If you have not received your purchases then you will need to contact the developers / game support to report this. Or you can try to reclaim your payment from your App Store.

You cannot have 2 games bond to the same email address. It is possible to use the same email address twice with different capitalisation. Check the address with a capital letter at the start for example. If you have lost access to an account then you can use the Retrieve Lost Account option that is in the Settings -> Account screen to ask the game support to help you recover it.
