It appears I have 2 open construction slots, but it says queue idle. How can I fill these without paying?

It appears I have 2 open construction slots, but it says queue idle. How can I fill these without paying? I am at level 17 and I was supposed to get a free slot.

By Base level 17 you should have 4 construction vehicles unlocked. There will also be 4 more slots shown for the additional ones that you can buy. If you don't have the 4 vehicles yet then check in your build menu under Garage for the 'Garage' buildings. (the vehicle garage 1-4 are the paid ones)
