How to replace commander r5 or r4 all r4 and r5 have migrated other state?

Only R4 players can replace an R5 players, and only if they become inactive. If all the players have moved to another state then they will be planning to join a different alliance or to move the alliance to the new state. If you are not following them then you probably want to find a new alliance.
