What does construction queue idle mean?

It means that you have a worker truck that is not currently being used to build / upgrade something. Although at the moment the construction vehicle listing is showing this message for the additional vehicles that you have to buy to unlock. So even though it says idle you cannot assign it to anything until you pay to use it.
