APC speed doesn't only depend on research and parts. Vehicles are fastest among all troop types. If you were using an all-vehicle APC before, adding fighters or shooters will make it slower.
Your APC can only go as fast as your slowest troop

One more reason I can think of is that you don't have an active CoZ. There are some research in ZOne Comm which gives marching boosts when there is CoZ. And when there is nothing active, it removes the boostSearch for more answers for Last Shelter: Survival or ask your own here.
