Yes, you can, depending on the level of Base or farm you are trying to attack. If the Base is under Level 6, you can simply move it to the current state of your main Base. Otherwise, you will have to teleport to attack it. Depending on the resources, it might be worth it...

PRO TIP: If that is the case, wait for your weekly KE to gain CoZ points and rss at the same time.

Do I have to use an immigration ticket just to attack or no need for it?.

No, to attack in another state during kill events you can just use an advanced teleport to go there and then another one to come home. Immigration tickets are only needed to change state permanently and become a member of the new state.
