Can someone explain how to use Wendell's Card...?

Go to world map then from your briefcase(under menu) select Wendell card (also known as prank or joker card) and place that card on anyone's base then select "use" option... You will get rewards and other player's base will appear as a monster (Wendell or yeti or adjudicator etc) for 20 minutes... It doesn't harm the other player.

Does the other player know who have place a card on him?
