I had accidentally deleted Nora as my starter hero and it's asking me to upgrade her second skill. How can I get this hero back to unlock that skill?

You will have to wait until you recruit Nora again. This will happen randomly with hero recruitment although she is a rare hero and it could take some time.

Look for the dev hero recruitments and watch the 2nd box on the hourly challenges to get fragments.
