How do you buy stone as a R4? And how do you get points?

Stone is bought in the alliance store using alliance contribution points. The points are earned by donating to the alliance (resources) in the alliance technology area. Some points are also earned from rewards and Stone can also be gained through occupying plots in the Doomsday event.
